The Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market (ARDFM), in coordination with the National Bank of Kazakhstan, has completed the draft of its comprehensive Roadmap for Insurance Market Development until 2030 and the accompanying new Law On the Insurance Market. Formulated pursuant to a direct mandate from the Head of State, the initiative modernizes the regulatory architecture of Kazakhstan's insurance sector, superseding the statutory framework in place since 2000. This review is provided for informational and professional analysis, examining systemic reforms through the lens of actuarial mathematics, IFRS 17 accounting dynamics, and the prudential transition toward Solvency II risk-based capital standards.

Institutionalizing the Central Actuary

The central pillar of the roadmap is the establishment of an independent Central Actuary. Against the backdrop of the financial sector adopting IFRS 17 and risk-sensitive supervisory regimes, the regulator identified an urgent requirement for methodological consistency in valuing long-term policyholder liabilities. The new institution serves as a dedicated actuarial hub across commercial insurance, the unified pension fund (UAPF), and statutory social insurance entities (FSMS, GFSS).

Key functions mandated for the Central Actuary include:

  • Independent Statutory Tariff Pricing: Computing and calibrating actuarially sound premium structures across all compulsory lines (Motor Third-Party Liability / MTPL, Mandatory Workplace Accident Insurance, and residential catastrophe coverage), precluding both insolvency-inducing underpricing and excessive consumer burdens;
  • ESBD Transactional Integration: Structuring a unified, depersonalized industry data lake integrated with the Unified Insurance Database (ESBD) to model baseline mortality, loss frequency, and severity distributions;
  • Reserving Harmonization: Standardizing best estimate liabilities (BEL) and risk adjustment (RA) calculations under IFRS 17 while advancing national qualification standards alongside the professional Chamber of Actuaries.

Mandatory Catastrophe Property Pool and Climate Resilience

The roadmap addresses a severe structural vulnerability: currently, only 3.2% of residential dwellings nationwide carry catastrophe insurance (standing at merely 7.7% in highly seismic Almaty), compelling the state budget to absorb the vast majority of flood and earthquake losses. The new legislation introduces mandatory catastrophe property insurance covering earthquakes, river floods, and wildfires.

Risk pooling will be administered via a dedicated Residential Insurance Fund anchored at the State Annuity Company (GAK). The mechanism combines affordable standardized annual premiums with international retrocession treaties to protect national balance sheets against Probable Maximum Loss (PML) tail events.

Guarantee Fund Overhaul and Solvency II Migration

The Insurance Payments Guarantee Fund (IPGF) is transitioning to an early-intervention resolution framework before license revocation, with member levies risk-adjusted according to company solvency scores. Concurrently, a Center for Insurance Competencies is established to standardize credentialing for actuaries, underwriters, and claims specialists.

Actuarial takeaway: Institutionalizing the Central Actuary removes regulatory arbitrage in statutory pricing and reserving by anchoring actuarial assumptions directly in depersonalized ESBD transactional data. For actuaries and risk professionals, this provides a unified national baseline for loss development factors, stabilizes IFRS 17 Contractual Service Margin (CSM) releases, and creates a transparent foundation for Solvency II risk-based capital stress testing.

SCOR Study: European Corporate Captive Insurers Maintain 221% Median Solvency Ratio Under Solvency II Framework

Global reinsurer SCOR published its annual quantitative benchmark 'European Captives: Analytical review of Solvency II reports'. Analyzing 223 published SFCR disclosures across licensed European corporate captives, the study revealed a median Solvency Capital Requirement (SCR) coverage ratio of 221%, more than double the statutory threshold. Across the sample, aggregate balance sheet assets reached €37.3 billion with €23.1 billion in available own funds. Non-life underwriting risk accounts for 69% of baseline capital charges. The findings provide critical actuarial reference points for Kazakhstan and Central Asia as regional regulators prepare Solvency II codification and industrial groups evaluate captive self-insurance architectures.
Жаки Мошель (Jacky Mochel)official
“European captives demonstrate outstanding financial resilience, boasting a median solvency ratio of 221%. This confirms that parent corporations treat captives not merely as tactical expense optimization tools, but as strategic balance sheet capital vehicles designed to absorb high-frequency operational perils while deploying commercial reinsurance for tail catastrophic scenarios.”

Kazakhstan Ministry of Healthcare Extends Mandatory Medical Malpractice Insurance to Interns and Resident Physicians (Order No. 133)

Under Order No. 133 dated October 6, 2026, Kazakhstan's Ministry of Healthcare formally expanded mandatory medical malpractice co-insurance to clinical interns and resident physicians. Trainees practicing under licensed physician supervisors are insured within existing hospital policy limits without incremental premium charges. Compensable claims require verified evidence of patient harm established exclusively by an Independent Expert Commission or a binding judicial decree.
Министерство здравоохранения Республики Казахстанofficial
“Extending co-insurance coverage to interns and resident physicians guarantees patient restitution in the event of unintentional clinical errors during supervised training. Importantly, the measure imposes no incremental financial burdens on healthcare facilities, as protection operates within previously settled premium thresholds under dedicated mentorship.”
