Rules for Calculating Correction Coefficients to Vehicle Registration Territory Coefficients#

Chapter 1. General Provisions#

1. These Rules determine the procedure for calculating correction coefficients to the coefficients by the territory of registration of a vehicle for calculating the insurance premium under compulsory insurance of civil liability of vehicle owners (hereinafter – MTPL).
2. The calculation of correction coefficients is carried out by the organization for forming and maintaining the unified database (USDB / State Credit Bureau) on an annual basis based on the statistical data on actual loss ratios across regions.

Chapter 2. Methodology for Calculating Correction Coefficients#

3. The actual loss ratio ($LR_{reg}$) for each region is calculated using the formula: $$LR_{reg} = \frac{Claims_{reg}}{Premiums_{reg}}$$Copy LaTeX where $Claims_{reg}$ is the total volume of insurance payouts made in the territory over the observation period, and $Premiums_{reg}$ is the total volume of insurance premiums collected.

4. The target loss ratio benchmark is established at 65%. If the regional loss ratio deviates from the benchmark, the correction coefficient $K_{corr}$ is applied:

• In territories where the loss ratio exceeds the statutory threshold, a multiplying coefficient ($K > 1.0$) is applied, up to a maximum cap of 2.0.
• In territories with favorable loss experience, a discount coefficient ($K < 1.0$) is applied, down to a floor of 0.4.

Chapter 3. Form and Procedure for Submitting Data#

5. Insurers submit administrative data on monthly premiums and claims to the unified database in the established format.
6. The resulting coefficients are verified actuarially and submitted to the authorized body for approval no later than November 1 of each year preceding the calculation year.
