In order to protect the interests of consumers of insurance services, obtain a qualitative analysis of the insurance rates established by the insurance organization, as well as determine the requirements for the statistics used and the procedure for calculating insurance rates, the Board of the Agency of the Republic of Kazakhstan for Regulation and Supervision of the Financial Market and Financial Organizations (hereinafter referred to as the Agency) DECIDES:
- Approve the attached Instructions on the requirements for assessment methods and principles for calculating insurance rates for classes (types) of insurance of insurance (reinsurance) organizations, branches of non-resident insurance (reinsurance) organizations of the Republic of Kazakhstan.

This resolution comes into effect upon the expiration of fourteen days from the date of state registration with the Ministry of Justice of the Republic of Kazakhstan.
Department of supervision of insurance market entities and other financial organizations (Karimullin A.A.):
together with the Legal Department (Baisynov M.B.) take measures for state registration of this resolution with the Ministry of Justice of the Republic of Kazakhstan;
within ten days from the date of adoption of this resolution, bring this resolution to the attention of interested divisions of the Agency, insurance (reinsurance) organizations, actuaries, the Association of Legal Entities "Association of Financiers of Kazakhstan", the Public Association "Society of Actuaries of Kazakhstan".
The Department of International Relations and Public Relations (Pernebaev T.Sh.) take measures to publish this resolution in the media of the Republic of Kazakhstan.
Entrust control over the implementation of this resolution to the Deputy Chairman of the Agency G.N. Uzbekov.

This Instruction on the requirements for assessment methods and principles for calculating insurance rates for classes (types) of insurance of insurance (reinsurance) organizations, branches of non-resident insurance (reinsurance) organizations of the Republic of Kazakhstan was developed in accordance with the Law of the Republic of Kazakhstan “On Insurance Activities” (hereinafter referred to as the Law), Civil Code of the Republic of Kazakhstan and determines the requirements for assessment methods and principles for calculating insurance rates for classes (types) of insurance of insurance (reinsurance) organizations, branches of non-resident insurance (reinsurance) organizations of the Republic of Kazakhstan.

1. Basic concepts used in this Manual

- For the purposes of this Instruction, the following basic concepts are used:
gross rate - the insurance rate at which the policyholder pays the insurance premium and which consists of the net rate and load;
insurance coverage unit - a unit of measurement used to calculate the insurance premium;
classification of risks (of policyholders) - a list of criteria characterizing the policyholder or the degree of risk, with the corresponding differentiation coefficient;
differentiation coefficients - coefficients applied to the calculated insurance tariff to take into account the risk factors of the insurance object;
load - part of the gross rate intended to cover the administrative expenses of the insurer, a branch of a non-resident insurance organization of the Republic of Kazakhstan for carrying out insurance operations, unforeseen expenses and profits;
net rate - part of the gross rate intended for the formation of resources of an insurance organization, a branch of a non-resident insurance organization of the Republic of Kazakhstan for making insurance payments;
risk premium - part of the net rate, which reflects the risk of random deviation from expected values;
insurance tariff - the cost of a unit of insurance coverage;
authorized state body - a state body that regulates, controls and supervises the financial market and financial organizations.

2. General requirements for calculating insurance tariff rates

The calculation of insurance rates is based on the principles of completeness, consistency and adequacy.
The calculation of insurance rates should not contain errors, inaccuracies or clarifications.
When describing the calculation, it is necessary to observe the completeness of the presentation of formulas and calculations, as well as indicate all the numerical values of the parameters necessary to carry out the corresponding calculations.
When calculating insurance rates, the following information is also provided:
detailed information about the source of the initial statistical data used;
data on the time period for which the source statistics used were obtained.
- Calculation of insurance rates in accordance with the requirements of this Instruction is carried out for all classes, as well as types of insurance included in a certain class of insurance and is revised by an insurance (reinsurance) organization, a branch of a non-resident insurance (reinsurance) organization of the Republic of Kazakhstan at least once every three years.

When calculating insurance rates, statistical data are used that characterize the insurance risks accepted for insurance.
In order to calculate insurance rates by class (type) of insurance, it is necessary to use initial statistical data for the last three or more full financial years preceding the date of calculation.
When calculating insurance rates, it is necessary to comply with one of the following principles and conditions for the application of initial statistical data:
calculation of insurance rates is carried out on the basis of initial statistical data on one or more main insurance risks that have the greatest impact on the amount of the insurance rate for the class (type) of insurance;
insurance rates are calculated on the basis of initial statistical data in aggregate for all risks covered by insurance.
- The values of macroeconomic indicators used in calculating insurance rates (inflation rate, the value of the minimum calculation indicator) must correspond to official information on these indicators as of the calculation date.
3. Requirements for methods for assessing and calculating insurance rates

Calculation of insurance rates by class (type) of insurance is carried out in accordance with the selected method for calculating the insurance rate.
Calculation of tariff rates by class (type) of insurance contains the following information about the method for calculating insurance tariffs:
detailed information about the source of information on the method used for calculating insurance rates;
a full description of the method used for calculating insurance rates.
The description of methods for calculating insurance rates is set out separately from the direct calculation.
- Methods for calculating insurance rates determine the following components of the insurance rate:
net rate;
risk premium;
load;
gross rate.
- The adequacy and compliance of the methods for calculating insurance rates with the initial statistical data used is determined by the following criteria:
correspondence between the initial statistical data and the calculated parameters involved in the calculation of insurance rates, according to the calculation method;
the chosen method for calculating insurance rates takes into account existing trends (tendencies) towards an increase or decrease in calculated indicators that affect the value of insurance rates, such as the probability of an insured event, the severity of damage, the loss ratio and others;
the presence of economic sense (economic feasibility) in the intermediate and final results of calculations of insurance rates made in accordance with the chosen method.
- When calculating insurance rates or insurance premiums by classes (types) of insurance in the life insurance industry, detailed information is provided on the sources and methods of obtaining mortality tables, with the application of these tables, which will be used in determining the size of the insurance premium.
15-1. When calculating insurance rates for individuals for voluntary classes of insurance that do not include endowment life insurance products, health insurance, including those traveling abroad, the load does not exceed the net rate.

4. Requirements for the results of calculating insurance rates, their
design and placement

- As a result of calculating insurance rates by class (type) of insurance, the following indicators must be determined and justified:
basic, minimum basic and maximum basic insurance rates;
risk factors that entail the application of differentiation coefficients to the calculated basic insurance rates with justification for the values of these coefficients;
detailed classification of risks (policyholders) by class (type) of insurance;
a table of distribution of insurance rates (amounts of insurance premiums) depending on the category of policyholders (insured) and insurance risks accepted for insurance in accordance with the accepted classification.
The requirements of subparagraph 4) of this paragraph do not apply to insurance organizations and branches of non-resident insurance organizations of the Republic of Kazakhstan carrying out insurance activities in the “life insurance” industry.

16-1. The difference between the minimum basic and maximum basic insurance rates established for individuals for voluntary classes (types) of insurance, with the exception of classes of accumulative insurance and health insurance, including those traveling abroad, does not exceed 50 (fifty) percent.

- The calculation of insurance rates is carried out by an actuary licensed to carry out actuarial activities in the insurance market, and is approved by the signature and seal (if any) of the actuary indicating his last name, first name, patronymic (if any), number and date of issue of the license.
17-1. An insurance (reinsurance) organization, a branch of a non-resident insurance (reinsurance) organization of the Republic of Kazakhstan places on an Internet resource or in a place accessible for viewing by clients, information on the size of insurance rates by insurance class, including, but not limited to information on:
basic, minimum basic and maximum basic amounts of the insurance tariff;
differentiation coefficients;
a table of distribution of insurance rates (amounts of insurance premiums) depending on the category of policyholders (insured) and insurance risks accepted for insurance in accordance with the accepted classification.
The requirements of subparagraph 3) of this paragraph do not apply to insurance organizations and branches of non-resident insurance organizations of the Republic of Kazakhstan carrying out insurance activities in the “life insurance” industry.

17-2. To post the information specified in paragraph 17-1 of these Instructions, use your own Internet resource or premises in the head office of an insurance (reinsurance) company, a branch of a non-resident insurance (reinsurance) company of the Republic of Kazakhstan and branches of an insurance (reinsurance) company, as well as the premises of an insurance agent (legal entity), to which clients of an insurance (reinsurance) company, a branch of an insurance (reinsurance) company have free access. non-resident organization of the Republic of Kazakhstan.

17-3. The information specified in paragraph 17-1 of these Instructions is posted in the state and Russian languages, indicating the date and time as of which this information was compiled and the period of its validity.
In the event that an insurance (reinsurance) organization, a branch of a non-resident insurance (reinsurance) organization of the Republic of Kazakhstan revises the size of insurance tariffs by insurance class, the insurance (reinsurance) organization, a branch of a non-resident insurance (reinsurance) organization of the Republic of Kazakhstan, within three working days from the date of their approval by the actuary, updates the relevant information on its Internet resource and (or) in a place accessible for viewing by clients.
