Professional standard "Actuary"

In accordance with clause 5 Article 5 of the Law of the Republic of Kazakhstan “On Professional Qualifications”, the Board of the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market DECIDES:

  1. Approve the professional standard “Actuary” in accordance with the appendix to this resolution.

  2. The Department of the Insurance Market and Actuarial Calculations, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:

  1. within five calendar days from the date of adoption of this resolution, its sending in the Kazakh and Russian languages ​​to the Republican State Enterprise with the right of economic management "Institute of Legislation and Legal Information of the Republic of Kazakhstan" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in the Reference Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan;

  2. placement of this resolution on the official Internet resource of the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market after its official publication;

  3. within ten working days after the official publication of this resolution, submission to the Legal Department of information on the implementation of the measures provided for in subparagraphs 1) and 2) of this paragraph.

  1. Control over the implementation of this resolution shall be assigned to the supervising Deputy Chairman of the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market.

  2. This resolution comes into force ten calendar days after the day of its first official publication.

Professional standard "Actuary"

Chapter 1. General provisions

  1. Scope of application of the professional standard: the professional standard “Actuary” was developed in accordance with Article 5 of the Law of the Republic of Kazakhstan “On Professional Qualifications”, Rules for the development and (or) updating of professional standards, approved by order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated September 7, 2023 No. 377 (registered with the Ministry of Justice of the Republic of Kazakhstan on September 11, 2023 under No. 33401), establishes requirements for the level of qualifications and competence, content, quality and working conditions, and is also intended for the formation of educational programs, including personnel training, development of materials for certification of employees and graduates of educational organizations, and solving a wide range of problems in activities in the financial market. Based on this professional standard, organizations can develop corporate professional standards for employees for internal use, specifying the level of professional education, the list of job functions, knowledge, skills and abilities, taking into account the specifics of the organization of production, labor and management, and their responsibilities. The professional standard "Actuary" applies to services provided by legal entities.

  2. The following terms and definitions are used in this professional standard:

  1. actuary - an individual who has passed exams under the minimum mandatory training program for actuaries, established by the regulatory legal act of the authorized body for regulation, control and supervision of the financial market and financial organizations (hereinafter referred to as the authorized body);

  2. reserve for declared but unresolved losses - an assessment of the insurance (reinsurance) company’s obligations to make insurance payments, unfulfilled or not fully fulfilled as of the reporting date, including expenses for settling losses;

  3. reserve of unearned premiums - part of the insurance premium (payments) under an insurance (reinsurance) agreement relating to the period of insurance protection remaining on the calculation date (unearned premium), intended to fulfill obligations to ensure upcoming payments, if they arise in the following reporting periods;

  4. reserve for occurred but unreported losses (hereinafter referred to as IRNR) - an assessment of the obligations of the insurance (reinsurance) company to make insurance payments, including the costs of settling losses arising in connection with insured events that occurred in the reporting or preceding periods, the fact of occurrence of which, in the manner established by the law of the Republic of Kazakhstan or the contract, was not declared to the insurance (reinsurance) company in the reporting or preceding periods;

  5. expenses for settlement of insurance losses - the amount of money needed by an insurance (reinsurance) company to pay for expert, consulting or other services related to assessing the amount and reducing damage (harm) caused to the property interests of the insured that arose in connection with insured events.
